Pick Unbreaking first when…
You don't have a steady XP source or you're crafting tools you won't use intensely. Unbreaking III alone makes Diamond tools functionally unlimited for normal play.
Pick Mending first when…
You have a mob farm or trade actively with villagers. Mending is a treasure enchantment (only found in books from fishing/villager trades), and it's the single most valuable enchant in vanilla.
