You want zero-cost arrows forever. Pair with Power V for a never-ending sniper bow. Best for PvE if you don't have an efficient arrow farm.

Pick Mending when…

You have an arrow farm (skeleton farm, pillager farm). Mending lets you use Tipped Arrows (potion-tipped) without losing them. Far more flexible long-term.
